Most guides to this business hand you a shopping list. The list is the easy part. The money goes on a short set of decisions that look harmless when you make them. A year later the stations are in the ground, and the rules do not fit them.
Demand is not the thing to worry about. Every member state has to provide at least 1.3 kW of publicly accessible charging power for each battery electric car registered on its territory. Along the main European road network, groups of chargers have to sit no more than 60 km apart. The pressure to build is written into law.
What follows is the list of things to watch, in the order they reach you. Everything on it can be tested cheaply before you commit. A 30-day free trial of ELVO lets you price a session and read the record it produces.
The car park you think is private
This decision sets every other one, and it is not about who owns the tarmac. Infrastructure counts as publicly accessible when it sits at a site open to the general public. The property can be private, and access can carry limits or conditions.
The alternative fuels regulation names privately owned points in supermarket car parks, and says access restricted to a group such as customers still counts. So a hotel car park, a retail park and a restaurant forecourt are all publicly accessible. The line stops at a closed and named group: the same text says parking places in an office building that only employees or authorised persons can enter are not.
Get this wrong and you find out late. The answer decides the payment route, the hardware, the pricing display and the data you owe, and none of those can be retrofitted cheaply. One exemption is worth knowing while you are still deciding: the payment requirements do not apply to publicly accessible points that charge nothing for the service.
The grid answer you did not wait for
The connection runs through the distribution system operator, the company responsible for operating and developing the distribution network in your area. It is the longest step in the whole project, and the one people start last, after the stations are already chosen.
The electricity directive puts two rules behind you, and both reach you through national law rather than directly. Member states have to ensure that these companies cooperate on a non-discriminatory basis with any company that owns, develops, operates or manages charging points, connection included. They are also kept out of operating charging points themselves, apart from private points for their own use.
Nobody owes you a fixed price or a fixed date. Connection charges and waiting times are set nationally and differ between network areas. Ask for the available capacity, the cost and the date in one message, and get all three in writing. A smaller capacity than you hoped is not the end of the site: several stations can share one limit, divided between the cars actually charging.
The stations that cannot do what the rules require
Hardware chosen on price alone is the second expensive mistake, because a publicly accessible point carries duties that a station either supports or does not. Below is what applies, and from when. Read it against the power band you are about to buy.

Ad hoc, in that table, means a driver with no account and no contract with you, paying on the spot. If you operate stations you do not own, one clause belongs in the contract before anyone orders. The owner has to hand you a point whose technical characteristics let you meet these obligations.
The data duty everyone skips
You owe an identification code that names your company across borders. You also owe a described set of facts about every publicly accessible point you operate, at no cost and on a fixed clock. Most operators have not got to it, which makes it easy to assume it is optional.
The code comes from a national body that issues identifiers for operators and for mobility service providers. It reads as two characters for the country and three for the organisation, and it becomes the base for the identifiers of your stations and of driver contracts. Every member state was supposed to have one running by 14 April 2025, and nine are still listed as coming soon on the European Commission’s own directory.
Then the data itself. The law names thirty-four static facts and three live ones. Static runs from your legal and commercial name and a helpdesk number in a set format, through the location and opening times, the parking spaces including those for people with disabilities, the payment devices at the station, the connectors and maximum power, to whether the electricity is fully renewable. The live three are operational status, availability and the ad hoc price.
The clock decides which platform you can run this on. Static data has to be updated within twenty-four hours of a change, and live data within one minute. A weekly export cannot meet that, and neither can a person copying values into a form.
The data does not go on your website. Your interface is registered with the national access point, the single point of access your member state runs for this kind of data. Every member state has one on the Commission’s list. Another company may run that interface for you, and it changes nothing about who answers for the quality of the data: the operator does.
If you look around your own country and see almost nobody doing this, that tells you how closely it is being checked, not whether the duty exists. The duty reads the same everywhere, because it comes from a regulation rather than a directive. The checking is your member state’s job, and it becomes visible to everyone once the Commission opens its common European access point, due by 31 December 2026.
Pricing that leaves the socket blocked
Price per kWh is the obvious part, and the only basis allowed for the ad hoc price at 50 kW and above. The mistake is stopping there, because a full car parked on your only socket earns nothing and turns the next driver away.
Time after the car is full. You charge a per-minute fee that starts when charging ends. It prices the parking space rather than the energy, and it has to be shown that way.
Subscriptions and accounts. Drivers use a card or an app account and get an invoice monthly instead of paying per session. Fleets and employer car parks usually need this.
Roaming. Drivers who hold an account with a mobility service provider charge at your points, and the data and the payment move between you and that provider. The industry does this over a free and independent protocol, OCPI, either directly between two companies or through a hub. It fills sockets you would not fill yourself, at a price you agree rather than set.
Whether one site pays comes down to the cars per socket per day at your location and to your energy contract. A European average tells you nothing.
How this looks on ELVO
The platform sits between the stations and the money, so it carries the ordinary day and the awkward one. What follows is how the common starting positions look in practice, rather than a list of features. Each paragraph starts from where you are.
If you are starting with one site and a handful of stations, you define the model once in the station catalogue, with its manufacturer, model and connector types, then register each station against it. Any station that speaks OCPP connects the same way, so a second brand does not need a second platform. The identifier ELVO gives each station is built from your country code and your organisation code, the one that identifies you in billing and roaming.
If the drivers are your own people, on a private site, they get RFID cards or virtual cards in the app, and each card can be activated, scheduled or retired. A connector with no price rule produces a free session, with nothing to invoice.
If any driver can drive in and pay, the connector carries a price rule instead: a price per kWh, a fee for staying plugged in after the car is full, a parking price, a fixed fee per session and a cap. The energy price can differ by hour of the day and by day of the week. The driver’s card is authorised before the session, and the amount is captured at the real figure afterwards.
If you run stations for other people’s sites, the account structure has three levels, each with its own roles, so a site owner sees only their own stations and numbers. The invoice between two levels is built from a profile you set: a price per station, a price per connector, and a commission on the charging revenue.
If a station drops offline, you see it in the station list. From the same screen you can reset it, unlock a connector, start a session for a driver at the socket, or push a firmware update.

What to check before you spend anything
Two of these checks take months to answer and the rest take days. Run them in this order, because the slow ones decide what the fast ones are allowed to be, and each one is cheaper now than after the concrete is poured.
- Settle in writing whether the site is open to the public, before you price anything. The answer sets the payment route, the hardware and the data duties.
- Ask the distribution system operator for capacity, cost and date, and get all three in writing. This is the longest step, so start it the week you decide.
- Match each station to the payment rule its power band carries. A card reader added later means a site visit and a new enclosure.
- If the stations are not yours, put the compliance clause in the contract with the owner. You answer for obligations the hardware has to support.
- Apply for your operator identification code and find out whether your country issues one yet. Nine countries still do not.
- Put the stations on a platform before the first driver arrives. The record of who charged and how much cannot be reconstructed afterwards.
- Decide what happens after the car is full, not only the price per kWh. A per-minute price starting when charging ends frees the socket.
- Plan the data feed against the one-minute rule, not against a weekly export. Live status has to follow reality that closely.
