EV Charging Billing: A Practical Guide for Operators

EV charging billing explained: who receives the driver's money, what a station needs before it can be billed, and what the EU rules add at public points.

When a driver pays for a charging session, the money goes to the operator of that station. It lands in the operator’s own payment account, and the operator is the company named on the driver’s invoice. The platform prices the session and produces that invoice, but it never holds the money.

Without software, station owners have no idea who charges at their stations or how much. They have no way to monetize sessions, not even to recover the cost of the electricity they supply. Every unbilled session is electricity you bought for someone else, and that is a missing backend, not a hardware problem.

The platform’s own per-session fee is invoiced to you monthly, not taken out of what the driver paid. And if you bought the platform through an installer rather than directly, the subscription sits on his invoice while the charging money still lands with you. What a station needs before you can bill for charging

Three things about the station and one about you. The station has to speak OCPP, reach the internet, and carry a meter that reports the energy it delivered, because every priced session is calculated from that reading, never from how long the car was plugged in. On your side, a payment account, created when you connect it.

Q: A driver charged at my station and I never saw the money. What is missing? A: Almost always the payment account. Sessions run and appear in the reports whether or not it is connected, so a site can look healthy while collecting nothing.

What you charge, and how drivers pay

A tariff belongs to a site, not to the whole account, so a paid public car park and a free employee site run side by side under one login. A tariff can open with a connection fee, then charge per kWh or per minute, and it can add a fee for staying plugged in after charging ends.

Start from your delivered cost per kWh, grid fees included, and price to recover that before you think about margin.

Drivers who turn up once scan the QR code on the station, which opens payment in the browser with no account and no app install. Employees, residents and fleet clients get an RFID card instead, pay nothing at the station, and receive an invoice the platform issues automatically each month from the sessions they ran.

What changes if the point is open to the public

Regulation (EU) 2023/1804, known as AFIR, applies wherever any driver can use the point, whether or not there is a barrier, a fee or opening hours. It adds four duties, and three of them land on the software rather than on the charger. Points that charge nothing for the service are exempt.

That split is the practical reason a software line exists in the budget. A public point without a backend cannot comply however good the charger is, and no amount of hardware fixes it. Below 50 kW the QR code covers the payment duty on its own.

Switching billing on, in order

Five actions take a site from unbilled to a proven paid session, and only the first one needs anybody at the station. The order matters: without the payment account the sessions are recorded but nothing is collected, and without a tariff assigned to the site they are priced at nothing.

  1. Point the station at the platform. The backend address is a standard setting in the station’s own menu, which is why any brand that speaks OCPP joins without an integration project.
  2. Create your payment account when you connect it.
  3. Create the tariff for the site and assign it to every station there.
  4. Give each group its way to pay. The QR code for drivers with no account, RFID cards for employees and fleet clients.
  5. Run one paid session end to end. Plug a car in and watch the chain: the station reports its meter reading, the platform prices it against your tariff, the driver’s card is charged, the invoice goes out in your name, and the money lands in your account. Show your accountant that invoice and agree how they should look.

What ELVO does on the billing side

Frequently asked questions

Who receives the money when a driver pays for a charging session? The station operator, directly. The payment lands in the operator’s own payment account, connected through Stripe Connect, and the operator is the company named on the driver’s invoice. The platform never holds the money, and its per-session fee is invoiced to the operator separately.

What does a charging station need before I can charge money for sessions? Four things. The station speaks OCPP, it has an internet connection, and it has a meter that reports the energy delivered. The fourth is a payment account, which you create at the moment you connect it to the platform. A station without a meter cannot be billed for energy.

Can a driver pay for charging without an account or an app? Yes. Scanning the QR code on the station opens payment in the browser, with no registration and no app install. AFIR requires ad hoc charging without a contract at public points; below 50 kW a QR code satisfies the electronic payment duty, and from 50 kW up a card reader or contactless device is needed.

Where does the kWh figure on a charging invoice come from? From the station’s own meter, reported to the platform over OCPP while the car charges. It is never estimated from how long the car was plugged in, which is what makes a charging invoice defensible if a driver or a client ever questions it.

What does AFIR require if I charge money at public charging points? Regulation (EU) 2023/1804, known as AFIR, requires that a driver can charge and pay without a contract, that every price component is visible before the session starts, and that the point stays digitally connected. Three duties for the software; from 50 kW up the station also needs a card reader or contactless device.

Do I need OCPP 2.0.1 or 2.1 to bill for EV charging? No. OCPP 1.6 already carries what billing needs: the transaction messages report who charged and for how long, and MeterValues reports the energy delivered. Pricing, invoicing and payment happen in the backend. OCPP 2.1 added protocol-level ad hoc payment and cost features, but none of them are required to bill a session.
